RAKEZ (Ras Al Khaimah Economic Zone) is one of the largest and most versatile economic zones in the UAE — simultaneously a free zone and a non-free zone authority, spanning industrial, educational, media, and commercial sectors, with industrial parks covering over 33 million square metres of land, serving more than 40,000 companies from 100+ countries across 50+ industries.
The main distinction of RAKEZ from most Dubai free zones is not price alone. It is a unique combination: world-class manufacturing and industrial infrastructure, accessibility for small businesses and startups, and the ability to operate as either a free zone or non-free zone structure under a single regulator.

1.1. From Two Zones to a Unified Economic System
RAKEZ is a relatively young brand with a rich history. It was established in 2017 through the merger of two previously independent zones:
— Ras Al Khaimah Free Trade Zone (RAK FTZ) — founded in May 2000 by an Emiri Decree. Specialised in trading, service, and light industrial companies. It was the first UAE free zone to open a liaison office in India (2005), Turkey (2007), and Germany (2008);
— Ras Al Khaimah Investment Authority (RAKIA) — founded in 2005. Specialised in industrial, manufacturing, and investment projects, including non-free zone structures for domestic UAE market activities.
The merger was initiated under the vision of His Highness Sheikh Saud bin Saqr Al Qasimi, Ruler of Ras Al Khaimah. The objective was to create a unified administrative interface, consolidate both zones' clients under a single regulator, and broaden the range of available business models for international investors.
Today, RAKEZ is a government entity reporting to the Ras Al Khaimah Investment Authority (RAKIA). The Emirate of Ras Al Khaimah is the northernmost of the seven UAE emirates, located approximately one hour's drive from central Dubai and 45 minutes from Dubai Airport.
1.2. Regional and International Presence
RAKEZ maintains an extensive network of representative offices — a fact that advantageously distinguishes it from most UAE free zones:

The RAKEZ Non-Free Zone structure (Global Product) allows a company registered with RAKEZ to operate both on the UAE domestic market (mainland) and within the free zone framework. This is an exclusive RAKEZ offering that enables the combination of free zone benefits with mainland access — under a single regulator, without creating a separate mainland structure. Non-free zone RAKEZ companies fall under federal/emirate law jurisdiction and may conduct commercial activities across the entire UAE territory.

RAKEZ Business Zone

Al Hamra Industrial Zone

Al Ghail Industrial Zone
The largest of RAKEZ's industrial zones. Oriented towards large-scale industrial manufacturing, including heavy industry. Al Hulaila Industrial Zone
Specialises in heavy industry and manufacturing. Located in the northern part of the emirate. Provides large-scale production sites with full infrastructure, including labour accommodation for workforce personnel.
RAKEZ Academic Zone

RAKEZ Media Zone

Multi-activity under a single licence: RAKEZ allows between 1 and 7 business activities to be included in a single licence within the same category. For certain categories, mixing activities from different categories is possible by agreement with RAKEZ. General Trading Licence: RAKEZ issues General Trading licences that permit trading a wide range of goods without category restrictions (with certain exceptions). This is one of the most in-demand licences among trading companies.

4.1. Available Corporate Structures
RAKEZ offers three principal corporate forms for free zone structures:
— Free Zone Establishment (FZE) — a company with a single shareholder (individual or legal entity). The most common form for individual entrepreneurs and sole owners;
— Free Zone Company (FZC) — a company with two or more shareholders. Suitable for joint ventures and partnerships;
— Branch of a Foreign Company — a legally dependent division of a foreign parent company. Requires notarised and attested corporate documents of the parent company and audited financial statements for the last two years.
For non-free zone (Non-Free Zone) structures, formats aligned with Ras Al Khaimah and UAE legislation are available, including limited liability companies for domestic market operations.
4.2. Required Documents for Registration (Individual Shareholder)
— Colour copy of a valid passport;
— Copy of UAE visa or entry stamp (for persons in the UAE);

— NOC (No Objection Certificate) from sponsor — only for UAE residents employed under a labour contract.

Zero-visa packages: for companies that do not require employee residence visas (holding structures, companies with remote teams), RAKEZ offers base packages from AED 6,000 per year with no visas included. This is one of the lowest entry thresholds for a legal business status in the UAE.
Mandatory audit: unlike certain smaller free zones, RAKEZ requires an annual audit for all registered companies. Without an audit, the licence cannot be renewed. This must be factored into the budget from the first year.

Part VI. Visa Quota and Employee Hiring at RAKEZ
The visa quota at RAKEZ depends on the chosen office package and company type. Standard quotas for base packages:
— Flexi-desk: typically 2–3 visas per company;
— Serviced office: typically 4–6 visas;
— Private office and warehouse: quota determined by floor area and agreed with RAKEZ.
The maximum stated quota for standard packages is up to 6 visas. For industrial companies with production facilities, the quota can be substantially higher and is determined on an individual basis.
RAKEZ offers a Golden Visa pathway: through a special programme in partnership with developer Al Hamra, investors purchasing residential property in RAKEZ may qualify for a 12-year visa — an exclusive RAKEZ programme not typical of other free zones.
Employment relations with employees of RAKEZ companies are governed by Federal Decree-Law No. 33 of 2021 on Labour Relations when working with MOHRE. Salaries are paid through the WPS (Wage Protection System) — consistent with mainland practice and most other free zones.
Part VII. Tax Regime for RAKEZ Companies in 2026
7.1. Corporate Tax: RAKEZ as a QFZP Jurisdiction
RAKEZ is a recognised free economic zone for corporate tax purposes under Federal Decree-Law No. 47 of 2022. RAKEZ companies satisfying the Qualifying Free Zone Person (QFZP) conditions may apply the 0% rate to qualifying income.
Five mandatory QFZP conditions (Cabinet Decision No. 100 of 2023 + Ministerial Decision No. 229 of 2025):
1. Registration in a recognised free zone — RAKEZ is a recognised zone;
2. Adequate economic substance — real employees, real office, real expenditure on Core Income Generating Activities (CIGA). A flexi-desk is formally permissible for small companies, but in an FTA tax audit the Authority evaluates the proportionality of substance to the scale of the business;
3. Income from qualifying activities per the list in MD No. 229 of 2025 — logistics services, manufacturing, fund management, treasury services, and others;
4. De minimis threshold compliance: non-qualifying income does not exceed 5% of revenue or AED 5 million;
5. Audited financial statements — mandatory for all QFZPs under Ministerial Decision No. 84 of 2025. For RAKEZ, this is not an additional requirement — audit is mandatory in the zone for all companies regardless of QFZP status.
Practically important for RAKEZ trading companies: trading with the UAE mainland or transactions with mainland persons that fall outside qualifying activities are taxed at 9%. Where the primary client base consists of UAE mainland companies, the standard rate applies to that portion of income.
7.2. Small Business Relief
RAKEZ companies with revenue up to AED 3 million per tax period may elect Small Business Relief under Ministerial Decision No. 73 of 2023, provided they are not QFZPs and are not members of an MNE group. The relief applies until 31 December 2026.
7.3. Designated Zone Status and Customs
Certain RAKEZ industrial zones — primarily the RAKEZ Industrial Zones — are Designated Zones under UAE VAT regulations, which means a special customs regime applies to physical goods. Supplies of physical goods between two entities both located in the same Designated Zone may be outside the scope of VAT subject to conditions. Verify the status of the specific zone when planning logistics.
Part VIII. Bank Account for a RAKEZ Company: The Practical Picture
RAKEZ is an approved partner free zone of several banks and digital banks in the UAE:
— Wio Bank includes RAKEZ in its list of partner zones, which accelerates and simplifies the onboarding process for zone companies;
— RAKBANK — a bank headquartered in Ras Al Khaimah, which traditionally works actively with RAKEZ companies;
— Emirates NBD, Mashreq, FAB — review RAKEZ company applications on standard terms.
The general principle of banking compliance applies in full: holding a RAKEZ licence is a necessary but insufficient condition for opening an account. The bank evaluates the business model, source of funds, client base, and the reality of operational presence. A flexi-desk with high declared turnover is a potential red flag.
For companies registering in RAKEZ solely as holding or offshore structures without genuine activity: opening a corporate account at UAE banks for such structures will be extremely difficult.

— Education sector: RAKEZ Academic Zone is one of the few specialised educational zones in the UAE with ready infrastructure for educational institutions;
— Companies needing a non-free zone structure without Dubai pricing: RAKEZ's Global Product is a unique offering enabling mainland UAE operations without separate mainland structure costs.
When RAKEZ Is Not the Best Choice
— Financial services and regulated activities: RAKEZ has no dedicated financial regulator at the level of the DFSA or FSRA. For banking, investment, and licensed financial services — DIFC or ADGM;
— Maximum legal brand strength: for companies that critically require DIFC or ADGM status with English common law and internationally enforceable court decisions — RAKEZ does not provide this;
— Active operations on the UAE mainland: if the primary client base is mainland companies and UAE individuals, direct market access through a mainland licence is operationally more efficient than routing through a commercial agent;
— Companies with high banking status requirements: if a banking partner specifically requires a 'Dubai' free zone — RAKEZ may not qualify due to its geographic location.
