⚠ The Green Visa is not a separate visa type — it is a long-term residency category. Its official name on the ICP website is "Green Residency". Applications are submitted via icp.gov.ae or GDRFA (for Dubai).

3. Route 1: Free Zone Permit

How it works

The freelancer selects a free zone, purchases a freelance permit/licence, and obtains a 2-year residence visa. No minimum income. A degree is not required in most free zones. The application can be submitted on a tourist visa — the status can be changed after approval.

4. Route 2: Green Visa (5 Years) — Full Breakdown

Three mandatory conditions — all must be met simultaneously

•       MOHRE or recognised free zone permit. A Green Visa application cannot be submitted without a valid freelance/self-employment permit. MOHRE is the most reliable route for this purpose. MOHRE permit cost: AED 6,000–10,000.

•       Bachelor's degree or specialised diploma. Mandatory. The document must be apostilled in the issuing country and notarised with a translated copy. Absence of an apostille is one of the most common grounds for rejection.

•       AED 360,000/year income for the previous 2 years. This is AED 30,000/month. Confirmed by 24 months of bank statements. Deposits must match issued invoices exactly. Alternative: proof of financial solvency — bank statements with sufficient balances, audited accounts.

What the Green Visa offers beyond the standard permit

•       5-year visa duration (vs 2 years for a standard free zone visa).

•       6-month grace period after visa cancellation — time to find a new sponsor or depart.

•       Extended family sponsorship: sons to age 25; unmarried daughters — no age limit.

•       No free zone ties — work with any clients anywhere in the UAE.

•       Eligibility for UAE Tax Residency Certificate (TRC) benefits. Exemption from the 180-day absence rule: unlike standard residence visas, the Green Visa is NOT automatically cancelled after more than 180 consecutive days outside the UAE (Federal Decree-Law No. 29/2021). 6. Step-by-Step Process: Green Visa via MOHRE

The minimum income for the Green Visa is AED 360,000/year. The mandatory VAT registration threshold is AED 375,000/year. This means: most successful Green Visa applicants will automatically enter the VAT registration zone. After receiving the Green Visa, check your turnover via the FTA portal (tax.gov.ae) immediately.

Corporate tax for freelancers

From 1 June 2023, natural persons conducting Business Activities must pay 9% corporate tax on income above AED 1,000,000 per year. Below AED 1,000,000 — 0%. Most freelancers will not reach this threshold. However, as income grows, FTA registration becomes mandatory (Federal Decree-Law No. 47 of 2022).

UAE tax residency and home country obligations

Simply obtaining a Green Visa or freelance permit does not automatically make you a UAE tax resident. To activate treaty benefits (e.g., exemption from Russian or other home-country taxes), you must separately obtain a UAE Tax Residency Certificate (TRC) via EmaraTax — subject to meeting the criteria of Cabinet Resolution No. 85 of 2022.

9. Common Rejection Reasons

•       Degree without apostille or without translation. One of the most frequent causes — AI screening flags this automatically since May 2026.

•       Name inconsistency between passport, degree, and invoices. Check all documents before submitting.

•       Bank statements do not match invoices. Deposits must correspond exactly to issued invoices.

•       Income below AED 360,000/year in one of the two years. Both years must meet the threshold.

•       Expired MOHRE permit at the time of the Green Visa application.

•       Previous violations: overstay fines, absconding cases, criminal record — automatic rejection.

•       Foreign income without documentary proof of connection to UAE-based activities. ICP may request evidence of active work in the UAE.

10. Pre-Application Checklist

•       Determine the route: free zone (2 years, no minimum income) vs Green Visa (5 years, AED 360K income required).

•       If Green Visa: confirm that income for the last 2 years exceeds AED 360,000 each year.

•       Apostille the degree in advance — the process takes 2–4 weeks.
