Private schools and training centres in the UAE are licensed at the emirate level, not federally: in Dubai through the Knowledge and Human Development Authority (KHDA), in Abu Dhabi through the Department of Education and Knowledge (ADEK); a licence from one emirate is not automatically recognised in the other.
